The 10th Congress of Baltic Librarians (CoBaL10) will be moderated by:
Kaspars Rūklis, Communication Consultant & Trainer
Kaspars works as International Communication Consultant & Trainer and enjoys working on innovative public outreach campaigns that are “off the beaten track”. He likes to share his knowledge and experience with various local and international clients — public organizations in Europe and Africa. In this capacity he has worked with librarians and library advocates in cooperation with EIFL Public Library Innovation Programme to ensure the sustainability of innovative services in public libraries. Kaspars has trained EIFL grantees from all over the world on Advocacy and Communication issues, including librarians in Kenya, Uganda and Ghana. Most of his earlier professional experience has been accumulated in the Latvian capital Riga, while working for the United States Embassy and later for the Bill & Melinda Gates Foundation co-financed public library project “Father’s Third Son”. Kaspars also spent three years living in second largest Estonian city Tartu, where he worked as Communication Manager for Estonia–Latvia Programme, a European Interreg cross-border initiative. He originally comes from Turaida, a small village with medieval castle in Latvia, but currently lives in Riga, where he is also a university level lecturer working with local and international students. Kaspars holds a master’s degree in Communication Science from the University of Latvia. Besides his native Latvian, he also speaks English, Russian and Estonian. Twitter: @CasRoo
